In January 2007, Thomas Conrad was released from the SCI in Somerset after serving 15 years for a rape conviction in Delaware County. Since his release, he had registered with Megan's Law as required until January 2009. Contact with SSI and the Department of Welfare indicated that Thomas stopped receiving benefits because he is unable to be located.
In January 2010, State Police located his Jeep in Reading, Berks County, where it reportedly had been sold. In August 2010, the FBI's Underwater Search & Evidence Recovery Team searched Lake Somerset, a 250-acre lake northeast of Somerset Borough. Information on what, if any, evidence was recovered is unavailable.
A search of the Garrett home that Thomas shared with his wife and stepson revealed evidence of foul play. Contact with his sister stopped in September 2008.
